I'm ok in getting a 8400 GS, but the card spec says it wants a 400W PSU:

I suppose I could try the card first and see if my existing 250W PSU can stand it.

primerib's comment of only needing 90W seems surprising, but he is using a modern CPU and PCIe. I also have to drive 2xDVD, 2xHD, PCI audio and USB cards & an extra fan.
