Default Turning Off Hibernation

In previous Windows versions, you could totally turn hibernation off, so that there was no locked hiberfil.sys to impede defrag, but in W7, even with the hibernation options disabled in the Power Settings, hyberfil.sys still remains as a locked file during defrag...how does one get rid of it totally?
