I noticed this in the changelog for the new 190.42 drivers:

Fixed a regression that caused TV-OUT controls to be unavailable on some GeForce 6 and 7 series GPUs.

So I was hopeful they would fix the issue with TV out not working properly on my 6600GT, unfortunately no go.

System still hard-locks when booting in to X with "TVStandard HD720p" set.
