Yes but if the host is too busy downloading pr0n or whatever other crap he has then the server's connectivity will definitely take a hit to a certain extent depending on how much he's sending/receiving on both sides. You would never have to worry about this if you're playing on a dedicated server since its not P2P. Ive had experiences with P2P games before and even hosted them myself, and like whatever said many many times before the server host will have the greatest advantage over anyone else in the server - Zero Lag.

Further more, if the host's PC crashes or internet gets cut off, the entire match stops. Ive had many cases like these in the past when i played CS with a group of friends. Everyone had to wait for the host to restart his internet/PC and re-host the server before everyone can rejoin.
