Default Triple Head Red Hat Linux Setup Problems

I am having a heck of a time trying to get a three-monitor configuration running. Variables are:
(1) One HP xw9400 workstation running RedHat Advanced Platform 5.4 (i386)
(2) Three HP LP2275w monitors
(3) 2 nvidia cards: (First) Quadro FX 3700, (Second) Quadro FX 3500
(4) using nvidia_1.77.80-1 drdiver
Issue:
Using the Nvidia configuration icon on the desktop, I can see all three monitors. However, the two monitors connected to the first card seem active, while the third monitor on the second card reads DISABLED. Every time I try to enable the third monitor, save the configuration and quit the application, nothing changes and if I re-enter the nvidia configuration tool, the third monitor is DISABLED again. It's as if it cannot stay enabled. I have looked in the BIOS and all PCI slots are enabled. I have tried to use the updated nvidia driver (nvidia_190.53), however, this didn’t help. I have also tried to use a working three head xorg configuration file (modified with my parameters), however that did not help either - as the second card still reads as disabled.

What I have found is if I remove the first card, and leave the second card, I cannot enable X…it seems to not work. I get a “no screen; device not found” error. I can move that second card to the first slot (where the first card was located) and it works. It simply seems as if there is some underlying hardware problem with using two cards.
Not sure what else to check or how to proceed. Any suggestions?
