To see the command line that the kernel used when it booted, try this ...

cat /proc/cmdline

It should read "acpi=off" (not "acip=off" by the way) in there somewhere, separated by whitespace.

Usually, under redhat, use either

chkconfig --del apmd

or

chkconfig apmd off
