Set a static IP for youe NIC, go into services.msc, right-click - select stop... See if your net works then.
i did what you asked. after stopping windows firewall service still webpages are working, pings also but i cant connect via ftp with my local server (where i test transfer)
it connects very long, then tryies via passive mode and still it doesnt connect
I managed to connect via ssh and download some files while windows firewall service is turned off. but still slow transfer
sometimes after turning off and on local network or windows firewall i have for short time ~500mbits
