If you do re-install Windows, make sure it works properly at every stage. After install, make sure things are working correctly before installing any updates/new drivers etc. Then install updates and check again. If you have any drivers you need to install, install those next and make sure everything still works. Then install any software you use and test it again.

If the problem in drivers/software related, you can hopefully narrow it down by moving in stages.
