Yea that is debatable. Atom might have been the first reason to not make the jump yet, but ARM would be the second. Hopefully MS will announce Windows 9 as 64 bit only and maybe everyone will be on 64 bit by then.

With smartphones now at 1GB it might only be a few years and they will also be hitting the memory barrier of 32 bit operating systems.
