Yes but adding better fans adds a bit more ambient noise which is nowhere near as bad as some cards when they run full load. I'd rather have extra ambient fan noise than my GTX460 screaming at full load.

No one gives a crap about power consumption that true, if you do then you should probably stick to laptops.
