I guess attaching the second displays forces the GPU into
a higher performance level in order to satisfy the increased
memory bandwidth. For example, I'm running the two outputs
of my 560Ti at a resolution of 5040x1050, each (feeding two
TH2Gs splitting the screen content to six LCDs) - this forces
my GPU into Performance Level 1, even in idle (PL ranging
from 0 to 2).

Maybe the Quadro 4000 has only two performance levels and
so always needs to run at full stream? However, it should be
possible to manually adjust the memory and GPU clock
(using nvidia-settings or changing the values in the GPU BIOS).
