Ok I found out that the issue I had with nv-control-dpy not reporting the loss of a monitor was due to an Option I had in my xorg.conf file:

Option "ConnectedMonitor" "DFP-1,DFP-2"
If I remove this option, then when I unplug my monitor and run the command nv-control-dpy --probe-dpys, it returns:

Using NV-CONTROL extension 1.25 on :0
Connected Display Devices:
DFP-1 (0x00020000): DELL U2410
DFP-2 (0x00040000): DELL U2410

Display Device Probed Information:

number of GPUs: 1
display devices on GPU-0 (Quadro 4000):
DFP-1 (0x00020000): DELL U2410
If I run the command a second time, I then get:

Connected Display Devices:
DFP-1 (0x00020000): DELL U2410

Display Device Probed Information:

Unfortunately, when I plug my monitor back it still doesn't sync.
Any Idea?
