I depends what aspect of FSX you think is lacking the most... for clouds, skies and water REX offers amazing bang-for-buck, with hundreds of options, and will transform your atmospheric environment. Terrain is less clear cut, as it depends of where you want to fly, but Orbx FTX offers the best overall improvement to FSX with landclass scenery... they have all of Australia covered, and a large chunk of the US west coast and inland along the Rockies. The scenery packs are quite reasonable in cost, but adding their airports quickly becomes very expensive; luckily their improved defaults are more than adequate.
For Europe you have GEX which places better textures over the existing landclass, and a host of photoscenery products covering the UK, France, Germany and a few others.
I would start with REX and try the Orbx FTX demos to see if you like them.
