No they're not. There are laptops where you absolutely cannot use the integrated graphics, it is disabled for good (they're rare and are usually expensive high-end models). Then there are laptops with a hardware mux allowing you to switch between integrated and dedicated. Then there are laptops without the mux - here the integrated graphics is always on and the dedicated one activates on-demand, either automatically (Windows) or manually (Linux with Bumblebee). These are three separate hardware designs.
