Tom's Hardware has a nice set of video-card charts, including idle and full 3D power consumption:
My rig is a 95% work and 5% gaming machine, so this is also important to me. As a reference, my factory over-clocked GTX 460 consumes less power on idle than my 9600GT with passive cooling did. Looking at current cards, I'd go for a GTX 560 Ti -- it should be enough in terms of performance, and has very decent idle power draw (have a look at the Palit GTX 560 Ti Sonic, for instance).
