I think spending $500 on last years' performers or 560ti's is a waste of money right now IMO. the new cards are not too far away. If I were building right now, I'd just get a low end card like an older ATI or something and just make due until the end of the year to see what new cards are out.

There's bound to be a mid level card one of the companies will release that will be priced well and perform on par with a pair of 470's or close to it that will consume WAAAAY less power than a pair of 470's and produce far less heat.

My 470's consume a tremendous amount of power matched only by the amount of heat that they also pump out.
