That settings only works with web sites using flash players with adobe stage video technology.
To know if your settings has been applied, watch a video on youtube, go fullscreen and with right mouse button select video info from popup menu.
You should see "accelerated video decoding" if your card supports vdpau and "accelerated video rendering" if you're using flash version 10.x (in 11.x adobe disabled it for linux clients).
