all of bethesdas games have suffered a bit form this. I played through fo3 for a week doing nothing but side quests and when I went into megaton for the first time at like level 20, the sheriff approached me and basicslly srarted back up the main quest that I had totally forgotten what it was about since literally none of the side quests had anything to do with it. Vegas didn't really give you any chance to do many side quests until the main quest was well established.
