Why does it have to be all about performance? MTR is a DX11 feature and I doubt many games yet make use of it. The new Unreal Engine does but it allows developers to do more advanced effects more efferently. Why would anyone not want that and not all features are exposed to the player as much as people think.
There is a reason why DX11 is not being used greatly in such games, one is that is allows devs to do effects a lot more effectively than DX9. This has been proved with DX10 as it gives better performance.
