Manufacturers? They are the ones responsible for this. Their custom crap on top of Android is what's slowing some of them down.
Also Cyanogenmod will bring ICS to many phones, some weren't even supposed to run ICS, but it runs flawlessly, sometimes even faster than Gingerbread.
