Logic would dictate that nVidia, wanting to keep production costs as low as possible, would go with the least expensive yet fully functional cooling solution they can. If the chip is as small as reported, but nVidia felt it needed such a cooling solution to keep the temperatures in line, odds are it is indeed a very hot chip.
Or, it has tons of head room and like AMD nVidia will start listing it's OC ability as a feature.
