Let me be clear in what I think is similar to Borderlands. It's mainly the art direction and some of the game mechanics (1st person ADS). Some of the enemies are reminiscent of Borderlands-type enemies too.
But the MMO aspect is completely different from Borderlands, and many of the additions are nothing like it. For example, there are classes now with different abilities, each with a different role that better supports other players (e.g. healing and other various things). (yes there were classes in Borderlands, too, but these are very different)
