Well if you have HT disabled then you don't really need it.
It seems like what this does is effectively force the OS to treat the extra threads provided by HT as cores. I think this was what Intel intended for them to be treated as but Windows added this feature to save power, which makes sense for laptops, but for desktops, not so much.
