I'd wager you could.
Technically the kindle fire isn't an android tablet. Although it uses the AOSP code and all of that, it's modified to the point where it falls outside of the requirements that google has outlined to be able to legally use the name "Android" because it breaks compatibility with many things.
For this reason, you'll notice that Amazon doesn't mention the name android anywhere on the product itself nor on any advertisements.
