Thats different, with Windows 8 it can park cores as such AMD's Tubo can kick in, with Windows 7 Turbo never kicks in for more then a few seconds, so technically comparing the 8150 is 3.6GHz to the 2600K which is 3.8GHz with their turbo as Intel's is TDP rather then over all usage that is AMD's.

Now disabling Core 1 and 3 in the Bulldozer, yields 10~20% clock performance due to the processor resources not being shared with the other part of the module which is more ideal for gamers, however then it would be 6 core rather then 8.
