Is there any way to associate a credit card or modify billing information for your itunes account via the Apple website?

I can go to this link and setup a new account or "manage" my existing however I can't find any way to add a VISA card or any billing info. When going through the process of setting up a new account - it doesn't provide an opportunity to do so there either.

WTF? What am I missing here?
