That doesn't sound like anything new...
ATI's texture filtering has been crap for as long as I can remember. That was one of the first things I noticed when I got my 9700 Pro... the FSAA was better, especially at 2X, but the texture filtering just plain sucked.
And when I upgraded to the FX 5900U I realized that I'd forgotten what properly filtered textures looked like!
