To an extent, but that doesn't keep games like Halo 2 from looking very nice, even by today's PC standards. Then again, do you absolutly need good graphics to play the games? Isn't gameplay the main thing that matters in the end? I know I would've never played a game like System Shock 2 or The Longest Journey if graphics were really an issue, and those are some of my favorite games despite the graphics.
Unfortunately most games are just rehashes of others. With graphics being the only improvement. And most of the better developers have moved on to higher performance games. aka hl2, doom3, thief3... What you get is a cut down pc game that doesn't look as good as the original. Where talking about a 386 processor and a sooped up GF3.
