Enlightenment is yesterday's news. Don't get me wrong though, I used it and loved it back in its heyday. Even so, it's just not realistic to expect E to gain back any ground lost to other desktop environments such as KDE, GNOME, XFce, etc. Modern DEs have far surpassed E in functionality, and IMO raster and friends would be wasting effort better spent elsewhere (i.e. on those aforementioned DEs) if they're intending to create yet another one.
KDE and GNOME pretty much have it covered for Windows and Mac converts anyways: KDE offers flexibility, power, and a massive number of features; GNOME offers minimalism and ... er, well, a chosen way to do things.
