I believe the answer is yes !
If you check your bios iaw my 59xx bios modding guide, you should identify a gpu volts lookup table which is structured like "03 00 07 78 04 82 05 8C 06". This table sets gpu volts in 3D to 1.4. If you want a gpu volts of 1.5, then change the last "8C 06" to "96 07".
And if you want to do it the easy way, then just use NiBiTor to set 3D volts from 1.4 to 1.5.
But remember to keep an eye on the gpu temp when overclocking, since it can increase dramatically because of both increased gpu volts and speed.
