No Linux is not an operating system.
linux is a kernel.
The Operating sytem is comprised of thousands of programs which are licenced under the GPL or the BSD license.
Some preffer to call the Operating system GNU/Linux but thats just personal preferrence.
The operating system is packaged by hundreds of different distributions each of which has its own pecularities.
