It doesn't matter what resolution you have, you can draw a perfect freggin' circle all the time. The only way something is going to get skewed is if the program is stretching the image to fit the screen and im not aware of any graphics programs that would do such a silly thing. Maybe a CAD program does it, but I don't know why, that would be rather stupid.
Your computer/application/printer/plotter all know its a perfect circle indeed but to my eyes its skewed, if I use a wacom tablet to sketch something id like it to LOOK accurate onscreen, just my point of view as a designer, btw: I have a Sony 19" trinitron flat maybe getting a 22" wide screen might not have this issue @1280x1024?
