So what exactly is determining that the load is too high? vBulletin? It's very quick to serve the page that its too busy, obviously Apache isnt having any trouble. You can probably push the server farther then what vBulletin stops it at. If the server slows to a crawl then you have something to worry about. If there are too many connections to MySQL, then raise the limit. But at least disable that stupid vBulletin load detection scheme. If its a *nix server, it should be able to handle a lot more then what vBulletin thinks it should.
I do this stuff for a living, I host several large servers all running Linux.
Furthermore, when serving large sites, its hard to go by the load averages. You really have to know what they mean. Take for instance, some of the biggest site's servers i've seen run at a load of 10+ and higher yet experience no slowdown at all. Its not uncommon to see kernel.org running at loads of 20+ either during heavy times.
