Because, when you play some video clips, they are either too dark, or some are just way too bright. Having the brightness and contrast controls, allows you to adjust them for better viewing, even when you can't change it permanently. You may be able to edit them with a video editor, but that's just too time consuming..

Changing the whole tv-out brightness (by kde controls or the nvidia one) will do the trick.
