Default mobile gpus and coolbits

Is there a specific reason that i can't over/underclock my 7400 go on linux whereas i can do it on windows?
The nvidia-settings panel will report the frequency but won't change it.

As of 1.0-9746, you should be able to underclock mobile GPUs on Linux using `nvidia-settings`.
