I really apreaciate your constant attention on this matter, thank you very much.

For 1.0-8762 with Quadro FX 560, I didn't need to do anything special, so I will just include the nvidia report for this driver version for your analysis.

A portion of nvidia-settings regarding xvideo and sync parameters are as below:

Attribute 'SyncToVBlank' (screen: localhost40:0.0): 0.
'SyncToVBlank' is a boolean attribute; valid values are: 1 (on/true) and 0 (off/false).
'SyncToVBlank' can use the following target types: X Screen
Attribute 'XVideoTextureSyncToVBlank' (screen: localhost40:0.0): 1.
The valid values for 'XVideoTextureSyncToVBlank' are in the range 0 - 1 (inclusive).
'XVideoTextureSyncToVBlank' can use the following target types: X Screen
Attribute 'XVideoBlitterSyncToVBlank' (screen: localhost40:0.0): 0.
The valid values for 'XVideoBlitterSyncToVBlank' are in the range 0 - 1 (inclusive).
'XVideoBlitterSyncToVBlank' can use the following target types: X Screen
Attribute 'XVideoSyncToDisplay' (screen: localhost40:0.0): 0x00000001.
'XVideoSyncToDisplay' is a bitmask attribute.

I tried to install 100.14.11 so that I can give you the report for comparative analysis. Please get attached file. For this on Quadro FX 560 it immediately has xvideo tearing on 2nd output of a card.

And here also a portion of the relevant settings:
