Default My exhuast fan obviously pushes more than it pulls,Can that be improved?

theres lots of air on the OUTSIDE of the case that gets pushed but not so much getting pulled out of the case.

Would reducing the air available to the fan on the outside improve the amount of air being pulled from the inside?

Just wondering if it would make any difference.
