Default Compressed Textures with Border Pixels

Is there a reason why textures will not compress with border pixels?

I've attached an example that shows compression does not work with border pixels but does work when border pixels are turned off.

I'm using a Quadro FX 4600, driver version 169.12.

Texture borders shouldn't be supported using the COMPRESSED_RGBA internalFormat.

I don't understand why borders shouldn't be supported using COMPRESSED_RGBA? glCompressedTexImage2D has the border argument. Is there another internalFormat I can use to get compressed textures with borders?

What I meant is that the driver doesn't support texture borders using COMPRESSED_RGBA and reverts to regular RGBA as per the ARB_texture_compression extension specification.
I don't think there's any way to get compressed textures with borders.
