XFX 260 GTX XXX Fan issue at boot. Is it broken?

After rereading Your post I think it's not that the system is restarting 3 times. It's solely the videocard restarting three times.

Again: It's like - onomatopoeia:
wwwhhew- 2 sec silence - wwwhhew - 2 sec -- wwwhhew. After that everything works.

But my 7800 GTX has been much louder, so maybe the fan is not spinning at 100%.

Luckily with my new asus P58 + 8600 the issue has vanished. One short fanboost, a beep and ok. I will run some benchies soon.
It was really hard stuff to install the board. And no internet connection for 10 hour. At last I realised that the card did not align precisely. I'm broken now myself.

My 260 does the same. It sounds loud at cold boot but hits 40% on boot into XP. TBH my 880gts did as did my X1950XTX. I thought it was a common thing.

It is. I didn't report it as something wrong, but as what normal fan behavior is...
