Does running Vista in "Adjust for best performance" help gaming performance?

If I had to guess I would say no. The only performance you might get is more memory.

No. Most of the things it turns off are in fact turned off when you run a game. All it will do is speed up your desktop browsing a little and make things uglier.

Well for me turning that off actually make things worse. Moving windows around is choppy and they just turn into slices on sideway movement like on a very bad example when V-Sync is disabled in games. With Aero Glass, everything moves super smooth around desktop.
What helps the most is disabling unnecessary services and startup objects. That speeds up OS itself and shortens the boot time.
