I would have thought not knowing how many they where going to sell they are probably over priced (if sold with every card). The set up tooling cost would be quite high for such a niche market. Then it looks like replacement screws and a thermal pad and re-enforcement around the screws,There aren't many people going to buy this. $20 certainly doesn't sound excessive to me. By the way my trade is an Engineer/machinist.
Don't want to pay $20 don't buy it end off.

EVGA is following Nvidia's reference design. Reference designs are not allowed alot of changes in early releases. Especially on high end hardware where Nvidia has stricter guidelines for hardware design.

Hence why this is an optional thing EVGA included. I personally think it's cool that EVGA even provides something like this.

Another one who took the $5 business class instead of the $10 one. Companies exist to make money. They produce things for people to purchase in order to make a profit. Your feelings mean nothing.

From some tests they do seem useful in cooling (about 10șC decrease in temperature).

How are you going to do that considering they only ship to USA & Canada? I'd like to know since I live in Europe.
