80c is getting alittle hot, that temp can cause cards to artifact and if you run it like that a lot it can shorten the life of your card, its borderline. Whats happening is the fan is doing ok, but the ambient temps in your case are getting to high, that your cards are trying to cool themselves with hot air, simple way to drop the temps 10-15c or more is to take the side of your case off and put a fan there blowing in, or buy more case fans.

I had stuttering and weirdness in Left 4 Dead so I immediately switch out and find my card at 78C, which seems hot to me. I used EVGA Precision to make the fan run faster(and louder) then played the game again. No problems and I switch out to find the temps around 60C.

So it seems if I let the card adjust it's own fan speeds, it is a little weak. But I don't want to make it always runs fast(and loud). I need a way to tailor the stock controller settings and change the curve of fan speed vs temp. Any ideas?

Here's the Riva Tuner feature that I'm using, it works like a champ:

I idle around 44c and never go about 56c under full load.
I set the fan at 60% idle and the speed will automatically increase as the temp goes up.
My 9800GTX+ didn't have a fan controller, which is needed for this option to work.

People that have high load temps should experiment with fan speed via Precision. Try 55-70% when gaming. If you need more than 70% fan speed to keep your card @ decent temps during gaming you might want to evaluate your case's air flow.

Open up RivaTuner, on the right side you'll see two "Custom", each with a box next to it.
Click on the first box (the Custom box on top), under Target Adapter.
The first box on the left is the Low Level System Settings.
Then enable low-level fan control (auto), but follow the procedures in the link above.

Here are my auto fan speed control settings:
Duty cycle min: 60
Duty cycle max: 100
T min: 40
T range: 53
T operating: 110
T low limit: 0

Plug these numbers into the spreadsheet provided through the above link and you'll see the fan speeds in relation to temperature.
Honestly, I don't know why more people don't use this Riva Tuner option, it really works well.

I was able to get the fan exactly how I wanted, with no issues

I know there is a lot more you can do with riva tuner but it seems to be a lot buggier

Why do you say RivaTuner "seems to be a lot buggier"?

I've been using RT for many years now and I can honestly say that I've never had a problem with it!

Can you do more with the fan speeds than just set it to a fixed speed with the Precision tool?

The idle temp is @ 35~36 C

Full load temp during playing GTA IV is 56 C max.

The case has 2 exhaust fans (top and rear both 120mm) plus the exhaust fan of the PSU, 2 fans inhaling air (side and front both 120mm). I recently added an extra bottom fan (80mm) and the max temp dropped to 52~53 C.

Case temp is 27 C, HDD temp is 29 C, CPU temp is 31 C. Room temp is 24 C. (I installed an Aerocool Gatewatch, displaying the above temps and controlling fan speed).

Gtx 260 Idle 45 (Fan 41%) Load 75 (Fan 61% to 65%).
