I haven't played steam in offline mode in a long time, but IIRC you have start steam and login, then you have to go to the file->go offline option. After that you can disconnect from the net. Since you said you don't keep the account credentials on the computer there is no way for steam to authorize you.

What about file->settings and the checkbox "don't save account credentials on this computer"? If that is checked it probably doesn't matter if you have the save my password option checked when you login to steam.

There was a bug with Steam recently that caused that for me (wouldn't remember my password)... I think it was solved by shutting steam down and deleting the clientregistery.blob file or whatever, and then restarting.

Yup shut down steam delete that .blob file and restart it. I don't ever have any problems with steam, but I am always online when I wanna play. If that doesn't work, you can always try one of the beta clients steam has that they have fixes for things in.
