heres a few more. These are the ones I deemed the best (although sakura and chun li have many other quality outfits). It seems this has been going on for a little while now, and started out as requiring you to replace files manually, but the tools to organize and swap the files have evolved quickly. You can find all the info you need at http://sf4mods.pbworks.com/ .

It appears the game did actually have the DLC outfits from the consoles, but in a broken form. The models are there (which explains why we got akuma's bow tie thong so quickly) but the texture package either was missing, or bad (using the costume switcher to try and select the games alternate costumes resulted in the game crashing to desktop).

You do need a program to switch between costumes (it replaces the main costume slot, backing up the original files of course) but you dont need to keep running it to keep custom costumes from being permanent.

I am actually pretty impressed with how SF4 handels costumes (models) and the skins. Very clean, very easy to understand, only one file for skin changes, if it needs a new model then thats just another file (so 2 files for a total model swap). I belive I saw someone throw the sakura model on akuma, didnt test to see how well that worked out.

Street fighter 4 is $20 this weekend on steam. A pretty good price for such a polished game.
