If you have Windows, please, reboot into it and dump BIOS using NibiTor. The file you have posted is corrupted (probably nvclock saves GPU BIOS mapped into system memory, not from GPU itself).

Is nvclock related to coolbits or do they do separate things?

Coolbits enable driver-level frequency adjustment.
Nvclock can use driver-level over-clocking or it can try on its own.
Nvclock can also display some more information about your card.

My Gainward 9800 GT does use different performance levels but thankfully the fan is adjusted by temperature not hard-coded for the different performance levels. Sometimes you don't notice it in Nvidia-settings because just looking at the Powermizer tab used to be enough to kick in high performance mode.

"nvidia-settings -q all" does kick in high performance mode.

And I can confirm that it does indeed work on my 8800Gt from Gainward.
