Default [Regression] clock manipulation broken on 195.30

I usually downclock my G84M (high mem frequency causes ugly whining noise from crappy hardware). And it doesn't work any more with 195.30, neither via the official nvidia-settings or nvclock. This regression was introduced with 195.30 (works on 195.22).

Confirmed with 8800GS (G92).

It isn't possible to neither under nor overclock with 195.30 anymore.

I was able to find a few minutes to take a look at this again today and found a GPU with which this problem reproduces. It appears to have been resolved in-tree, so future driver releases should work again. If not, please speak up again.
