Yes it is.
Region free means it will play in any BR player.
Yes, BR is a standard it will play in any BR player.

I thought PAL didn't apply to HD or what am I missing? I thought all HD disc were 24fps.

no, some are 25fps (pal), some are 50fps, etc..

and most NTSC HD disc are 23.976, not 24, 24 is seperate FPS

btw, I have one BR from UK, it is the 1980s animated Transformers the Movie, and it is 25fps 1080p (PAL), it is region free

but my friends Sharp does not want to play it.
