you could just preorder from gamestop and walk in Tuesday morning and pick it up. Or a lot of the stores are having a midnight release if you want to try that.

Steam rarely ever had preloads for 3rd parties before Dragon Age, so I don't know how no preload for this would be a major fail.

Keep in mind that BC2 release is pretty huge, a pre-load is to be expected. Although, I'm not too worked up about having to wait an extra 20 minutes or so once the game is released if there is no pre-load.
