Can the Intel core2 have different multipliers per Core set by Speedstep?
I use such a trick on my phenom2 to reduce power (3 cores slow, one at medium speed).

Try this program to control your steps and multipliers. This should give you full control.

Yah I posted my problem at overclock.net but no solutions. Anyway, I have power options set to High Performance in Windows 7. Now all my cores are running at 4.0ghz consistently. That pretty much solves my issue. I appreciate the help guys.
