The legacy branches are generally restricted to support for new kernels and X servers, and for critical bug fixes like the recent Ubuntu crash that prompted the release of 96.43.17. Since IPP=2 is not the default in 96.43.13 and it's fixed in later code branches, it's unlikely that we'll be able to justify spending the time to fix it.
